I purchased Litchi after been a beta tester for a while. I purchased litchi with Iphone but unable to download (without paying for another purchase). Is there a setting or configuration on my device or app to enable me to use litchi on my IPAD mini

There is no special setting or configuration. The only requirement is that both your iPhone and your iPad use the same AppleId. That is how the App Store knows that both devices are owned by the same person and can download and use the same app without paying again.
