Can I create a mission on the PC with out setting FocusPOI and have complete manual control of the Gimbal during the mission.

Yes, set it to Disabled for manual control.

If you wish to manually control the heading during the flight, set the “Heading Mode” to “Manual”.

If you wish to manually control the gimbal pitch angle during the flight, set the “Gimbal Pitch” to “Disabled”.
