I had the litchi app on another phone no longer have that phone don’t remember password nor do I have that email account I just purchased a new litchi app for new phone question is did I need to repurchase the new app or could I have used the old one and how would I go about it

If all evidence of your initial Litchi purchase is no longer at your disposal, you might have to buy another license. Considering all that you get for Litchi’s $25 purchase price, and considering that the Litchi Mission Hub is absolutely free, buying another copy is a sound investment.
