In gimbal mode I can’t access this option when flying, the other 2 are fine ( FPV and Yaw Follow) is this normal?

Since you use a Mini-1, yes it’s normal.
You only see ‘Fee (Inspire)’ when not connected to to the aircraft, once connected Litchi knows your drone is not an Inspire.
The camera of the Inspire can rotate (almost) full 360° independent (Free) from the the aircraft.
